Phillip is a nationally known Artist, Musician, Clinician, and Songwriter. He is the Minister of Music of the Mt. Ephraim Baptist Church in Upper Marlboro, MD and on the ministerial staff at Breath of Life Ministries in Palmer Park, MD. Sounds of Victory Ministries was organized in 1997 by Phillip Carter and features several of the most gifted and anointed musicians and vocalists from the Washington Metropolitan area. Over the past six years they have ministered extensively throughout the United States and have recorded four CD projects.
